                         RADIOLOGICAL THREAT ASSESSMENT
                                   FALLOUT PREDICTION
                                         BERLIN AREA

LIMITED REGIONAL STRIKE AND WEATHER DATA IS NOW AVAILABLE AND A PREDICTIVE REPORT ON RADIOLOGICAL THREAT CONDITIONS IS BEING DISTRIBUTED. THIS IS AN ESTIMATE. MISSING DATA AND REGIONAL VARIATIONS MAY RESULT IN MUCH HIGHER LOCAL RADIATION EFFECTS.

PREVAILING WINDS ARE GENERALLY SLOW, AND TO THE NORTH-NORTH EAST. STRATEGIC NUCLEAR ATTACKS HAVE BEEN INCONSISTENT, SO CITIES NEARBY SUCH AS LEIPZIG HAVE NOT BEEN STRUCK. FALLOUT FROM MAJOR STRIKES ON FRANKFURT, MUNICH AND PRAGUE SHOULD FALL SHORT OF THE CITY IN THE NEXT 48 HOURS AND PRESENT MINIMAL THREAT.

NUMEROUS SMALLER STRIKES, INCLUDING TACTICAL ARTILLERY AND ROCKETS OVERNIGHT DURING FIGHTING SOUTH OF THE CITY AND NEAR LEIPZIG DO PRESENT A THREAT OF RADIOLOGICAL CONTAMINATION WITHIN BERLIN. FALLOUT IS EXPECTED TO REACH PEAK LEVELS OF 200 R/H OVER THE NEXT 24 TO 48 HOURS.

ALL UNITS MUST SEEK SHELTER DURING THIS TIME RANGE. MODIFY EXISTING STRUCTURES AS NEEDED, AND MAINTAIN COMBAT READINESS PER EXISTING ORDERS. OPERATIONS MUST COME FIRST: ALL BERBDE UNITS ARE EXPRESSLY FORBIDDEN FROM ASSISTING CIVILIANS WITH BUILDING SHELTERS, GIVING AWAY FOOD, WATER OR PROTECTIVE EQUIPMENT, OR ALLOWING CIVILIANS TO SHELTER IN YOUR BIVOUAC OR SHELTER SITES.

REMEMBER THAT AFTER PEAK RADIATION LEVELS HAVE PASSED ALL SURFACES WILL REMAIN CONTAMINATED FROM FALLOUT. CONTINUE WEARING PROTECTIVE EQUIPMENT, USING SHELTERS, AND MONITORING OF RADIATION LEVELS UNTIL WEATHER CONDITIONS REMOVE SURFACE CONTAMINATION.


IT IS CRITICAL THAT ALL UNITS MONITOR THEIR RADIATION EXPOSURE ON AN ONGOING BASIS. MAKE DECISIONS ABOUT TROOP EXPOSURE BASED ON YOUR ACTUAL READINGS, NOT PREDICTIONS OR THE BEHAVIOR OF OTHER FRIENDLY, ALLIED OR ENEMY UNITS.

ALL INDIVIDUAL SOLDIERS WILL MONITOR THEIR RADIOLOGICAL EXPOSURE LIMITS AND REPORT EXCESSIVE DOSIMETER READINGS AT ONCE.


                       REPORTING OF UNIT STATUS

ALL UNITS WILL MAKE REPORTS DAILY AND SUBMIT THEM IN WRITING TO USCOB ON:
1) RADIATION LEVELS
2) COMBAT READINESS
3) CASUALTIES
4) CONSUMABLES

EXCEPTIONAL CONDITIONS SUCH AS SPIKES IN RADIATION OR MASS CASUALTIES FROM ENEMY ACTION OR  MAY BE REPORTED IMMEDIATELY BY PHONE OR RADIO, BUT DO NOT CLUTTER OVERWORKED COMMUNICATIONS NETWORKS WITH NEEDLESS REPORTS AND BE AWARE OF ENEMY MONITORING AND RADIO DIRECTION FINDING.

1) RADIATION LEVEL:  170 RH/HR DESCENDING FROM 225 RH/HR 25 FEB.  SIGNIFICANT ASH/CLOUD COVER

2) COMBAT READINESS: HQ PLATOON FULLY SHELTERED, 10% OF RETRANS UNITS AT BARRACKS IN SHELTER, FURTHER 20% DEPLOYED AND ACCOUNTED FOR.  ABLE TO PROVIDE LOCAL AREA RETRANS SUPPORT BUT UNABLE TO BRIDGE TO HIGHER THAN BRBDE AT THIS TIME.
 
3) CASUALTIES 70% KILLED, SERIOUSLY WOUNDED OR UNACCOUNTED FOR.  AMONG TROOPS PRESENT 20% SUFFERING FROM SUBSTANTIAL BUT NOT LIFE THREATENING INJURIES, FURTHER 15% SUFFERING FROM MINOR TO MODERATE FLASH BURNS. 

4) CONSUMABLES MEDICAL SUPPLIES CRITICAL.   WATER AND FOOD SUPPLIES TO LAST DURATION OF IMMEDIATE THREAT WITH RATIONING.

PER YOUR REQUEST, 315RAD HAS INITIATED CONTACT WITH ALL UNITS ORIGINALLY ACCOUNTED FOR AT BEGINNING OF SHELTER PERIOD AT THE PREARRANGED CALL IN TIME.   OF 44 UNITS CONTACTED, 16 REPLIED, OF THE 16 CONTACTED, 4 REPORTED GREATER THAN 20% COMBAT EFFECTIVE.   10 REPORTED NOT MISSION CAPABLE AT ALL.   ALL UNITS CONTACTED WERE BLACK ON MEDICAL SUPPLIES, FOOD AND WATER.

04 MARCH 1992 2209L

SURVEY RESULTS RELATING TO RELOCATION OF 315RADRELCO

SEVERAL RETRANS TEAMS DISPATCHED TO CONDUCT RADIAC SURVEYS TODAY.   ONE TEAM IDENTIFIED A HILLED AREA NEAR FARBEN THAT SHOWED ONLY MINOR RADIOLOGICAL CONTAMINATION POTENTIALLY DUE TO THE ROCK/CLAY SOIL AND LOCALLY HEAVY RAINS.  A SECOND TEAM CONFIRMED THE RESULTS BUT FELT THAT THERE IS SOME EVIDENCE OF BIOLOGICAL CONTAMINATION JUST ACROSS THE INTERGERMAN BORDER IN THE NEUHAUSEN SPREE AREA. 

REQUEST PERMISSION AS SOON AS IS PRACTICAL TO RELOCATE 315RADRELCO TO THIS AREA. 

1) CONDITIONS AT CURRENT SHELTER, WHILE RADIOLOGICALLY SAFE ARE OTHERWISE POOR.

2) HIGHER ELEVATION WILL ALLOW BETTER RETRANSMIT COVERAGE FOR AREA

3) BETTER DISPERSEMENT OF TRANSMITTING ASSETS WILL REDUCE OVERALL BRIGADE THREAT FROM FURTHER STRIKES.
