PRIORITY MESSAGE TRAFFIC

FROM: COMBERBDE

TO: COM315RADRELCODBB

CLASSIFICATION: TOP SECRET

12 MARCH 1991 1428L

UPDATE TO OPORD14031630

Orientation:
Situation – An incident occurred at the daily protest march in Berlin at about 1315L. The following information is provisional, and based on a limited number of eyewitness accounts so may be inaccurate or incomplete.

The crowd became agitated after being constrained into a small area near the government center, due to construction and new security barriers. Protestors broke through the security barrier, and flooded into the prohibited area between Brandenburg Gate and the Inner German border. A similar crowd formed directly opposite the wall in East Berlin, and numerous security forces gathered but did not stop the protest there.

West German police attempted to break up the crowd with tear gas, but the crowd retaliated with slingshots and lit a police van on fire. During this, some protestors took control of 3 or 4 construction vehicles and attacked German Police riot vehicles. One construction vehicle attacked the wall, and quickly breached it, knocking two sections about 10 ft wide into East Berlin.

Shortly after this, an RPG was fired from a nearby guard tower, destroying the tractor and effectively blocking the breach. Additional rifle or machine gun fire was observed from this and other guard towers.

BERBDE troops in a nearby guard post engaged the guard towers with machine gun fire for about 2 minutes. No additional gunfire has occurred since then.

Over 100 civilians were killed, and at least 400 are injured and being treated. Three German police were killed, and four others injured. Three BERBDE US Soldiers were lightly injured. Casualties in East Berlin are unknown ATT.

All road crossings in Berlin are closed.

FROM: COMBERBDE

TO: COM315RADRELCODBB

CLASSIFICATION: TOP SECRET

12 MARCH 1991 1448L

MESSAGE FOLLOWS

I have just been on the phone with the SECDEF regarding the recent violence perpetrated by East German security forces. Sec Cheney congratulated our forces for their quick action to save more lives, he also passed on the relief of the President that our actions were directed, specific and did not further escalate the situation.

The SECDEF emphasized that while we do not wish to precipitate any conflict in the current climate, while so much of our combat power is deployed outside of Europe, and we must weigh our actions, we must also not shrink from our duty to defend Europe from the Soviet threat.

We will remain at the highest level of readiness, and stand by to do our duty for our nation and our allies, as we have been for over forty years.

I have the utmost confidence in every one of you.

SIGNED
Major General C. G. Marsh

Commandant; U.S. Commander Berlin; Commander, U.S. Army Berlin

PRIORITY MESSAGE TRAFFIC

FROM: COMBERBDE

TO: COM315RADRELCODBB

CLASSIFICATION: SECRET

12 MARCH 1991 1318L

UPDATE TO OPORD14031640L

Orientation:
Situation – At about 1530 Berlin time Soviet helicopters (nominally carrying Syrian markings) operating adjacent to a counter-terror operation in extreme south-east Turkey have been fired upon by Turkish ground forces who claim they were assisting the Kurdish separtists.

One Soviet helicopter crash landed as a result of the gunfire. Shortly after this, two Soviet/Syrian helicopter gunships entered the area and began firing on Turkish troops approaching the crash site. Another transport helicopter deployed at least 10 Soviet troops who secured the site, and recovered the downed aircrew.

A brief gun battle did occur between Turkish and Soviet troops before the Soviets withdrew by air. U.S. forces responded to provide CASEVAC services, but only arrived after the gunfire, so were under no threat at any time.

The Turkish government has closed the Northern Route into Iraq, and has closed their Eastern airspace to all except NATO combat aircraft. US and Coalition troops in the North are without obvious resupply, and Soviet aircraft on the ground.

The Soviet ambassador to the UK stated that a condition of war appears to exist between the Soviet Union and NATO. He did not elaborate and no other statements have been forthcoming from any Soviet official.

This command is awaiting decisions from the NCA on any changes to defensive posture.

THERE ARE NO NAVAL ACTIONS, AND NO ATTACKS FURTHER THAN 50 KM FROM THE FRONTIER WITH THE WARPAC. BERLIN HAS NOT BEEN SUBJECT TO GENERAL BOMBING OR SHELLING, BUT SPECIFIC MILITARY, TRANSPORT AND COMMUNICATIONS TARGETS HAVE BEEN ATTACKED BY AIR, ARTILLERY AND SMALL HELICOPTER-INSERTED UNITS.

THERE HAVE, IN ADDITION, BEEN NUMEROUS BOMBING AND SNIPING ATTACKS BY INFILTRATORS OR COLLABORATORS.

MISSION:
THE BRIGADE MISSION IS TO USE ANY AND ALL METHODS AND CONVENTIONAL WEAPONS TO DEFEND:
1)   BERBDE PERSONNEL, EQUIPMENT AND FACILITIES
2)   ALLIED PERSONNEL, EQUIPMENT AND FACILITIES

ROUTINE MESSAGE TRAFFIC

FROM: COMBERBDE

TO: COM315RADRELCODBB

CLASSIFICATION: TOP SECRET

14 MARCH 1991 0855L

FRAGO UPDATING PREVIOUS ORDERS.

REMINDER: CONTINUE PROVIDING TIMELY REPORTS ON ENEMY CONTACT AND YOUR POSITIONS AND ACTIONS.

SITUATION:
IN THE PAST 24 HOURS, THE SITUATION ALONG THE WEST GERMAN FRONTIER HAS STABILIZED AND A CLEARER PICTURE IS EMERGING. ABOUT 21 SOVIET UNITS OF BATALLION SIZE OR SMALLER PIERCED THE FRONTER IN 16 LOCATIONS. OF THESE, 11 SALIENTS STILL EXIST, NONE DEEPER THAN 15 KM. IN A FEW LOCATIONS, NATO FORCES IN THE COUNTER-ATTACK HAVE MOVED IN EXCESS OF 10 KM INTO EAST GERMANY.

EAST GERMAN FORCES APPEAR TO BE RESTRICTED TO THE IMMEDIATE BORDER REGION, OR ARE NOT PARTICIPATING AT ALL.

THE AIR CAMPAIGN HAS BECOME A STALEMATE OVER THE BORDER REGION DUE TO EXCESSIVE FORCE PARITY. OVER 100 FIGHTERS IN TOTAL HAVE BEEN SHOT DOWN, AND AFTER THE FIRST FEW HOURS, VERY FEW GROUND MUNITIONS HAVE BEEN DELIVERED. THE SOVIET DEEP-PENETRATION AIRSTRIKES HAVE STOPPED. THE AIR DEFENSE THREAT STATUS IS NOW YELLOW.

IN OTHER PARTS OF THE WARPAC THERE APPEARS TO BE SIGNIFICANT DISCORD. SOVIET TROOPS HAVE PULLED BACK TO THEIR START LINES IN CZECHOSLOVAKIA, AND APPEAR TO BE IN A STANDOFF WITH CZECH TROOPS. POLAND IS IN A STATE OF MARTIAL LAW AND ALL TV AND RADIO BROADCASTING HAS BEEN SHUT DOWN FOLLOWING A DECLARATION OF INDEPENDENCE BY MEMBERS OF THE GOVERNMENT.

IN WESTERN EUROPE, AFTER AN INITIAL FEAR OF BEING BOMBED OR SHOT, ANTI-WAR PROTESTS HAVE RESUMED. THERE ARE EVEN SMALL PROTEST GROUPS IN BERLIN, DESPITE FIGHTING WITHIN EARSHOT.

NATO HAS COMMITTED TO A DEFENSE OF EUROPE, AND REFORGER (AND SIMILAR RESERVE TROOP MOVEMENTS IN OTHER NATO NATIONS) HAS BEEN ACTIVATED. THERE IS NO OFFICIAL DECLARATION OF WAR OR OTHER INTENT FROM THE SOVIET UNION. PUBLIC STATEMENTS FROM OTHER WARPAC COUNTRIES ARE INCONSISTENT.

THE MOST LIKELY ENEMY COA IS A MASSIVE SECOND STRIKE WITH FIRST CLASS TROOPS, BACKED BY ASM AND ROCKET FIRE, AS SOON AS THES FORCES CAN BE COORDINATED. EXPECT SUCH AN ATTACK BETWEEN 48 AND 96 HOURS FROM NOW.

THE MOST DANGEROUS ENEMY COA IS THE EMPLOYMENT OF NBC WEAPONS WITHOUT WARNING. MONITOR EARLY WARNING SYSTEMS AND COMMUNICATIONS NETWORKS SO YOU STAND IN READYNESS.

MISSION:
NO CHANGE

EXECUTION:
CONTINUE TO DISRUPT ENEMY ACTIVITY.

CONSOLIDATE POSITIONS TO PROVIDE THE GREATEST TACTICAL ADVANTAGE TO YOUR FORCES IN THE EVENT OF FOLLOW-ON WARPAC ATTACKS.

YOU ARE STILL PERMITTED TO HOLD GROUND IN EAST GERMANY IF IT PROVIDES A LOCAL TACTICAL ADVANTAGE. THERE IS NO NEED TO ADJUST LINES EXCEPT TO AVOID EXPOSING FLANKS AND FOR OTHER OPERATIONAL/TACTICAL NEEDS. COORDINATE WITH ADJACENT UNITS AS AVAILABLE.

SERVICE AND SUPPORT:
NO FIRES OR AIR CAN BE COMMITTED TO YOUR SECTOR ATT. USE ORGANIC SUPPORT WHEN AVAILABLE.

NO SUPPLIES CAN BE GUARANTEED ATT DUE TO LIMITED ACCESS TO TRANSPORT, AND REDUCED SUPPLIES DUE TO CONSUMPTION AND DESTRUCTION BY ENEMY AIRSTRIKES.

COMMAND AND SIGNAL:
NO CHANGE.

MESSAGE NOT FOR DISTRIBUTION

I CONGRATUATE YOUR MEN ON THEIR FIGHTING SPIRIT! MANY OTHERS HAVE NOT STOOD UP TO THE CHALLENGE WHEN OUR LONG PLANNED FOR WAR WITH NATO FINALLY CAME TO PASS.

NUMEROUS UNITS, EVEN SOVIET UNITS, HAVE RECEIVED ORDERS TO ATTACK, AND THEN STOOD THEIR GROUND. OUR GERMAN ALLIES ARE PROVIDING ONLY HALFHEARTED SUPPORT, AND THREATEN TO BREAK AWAY ENTIRELY. CZECH TROOPS HAVE REBELLED SUCH THAT THE FRONT IN THE SOUTH OF GERMANY HAD TO BE ABANDONED SO SOVIET TROOPS COULD QUELL THEIR DISSENT. POLAND HAS DECENDED INTO OUTRIGHT REVOLUTION.

I TELL YOU THIS BECAUSE IT IS OF THE UTMOST IMPORTANCE YOU AND THOSE OTHER LOYAL COMRADES ON THE VANGUARD CONTINUE TO FIGHT. ANY OTHER ACTION WOULD SURELY LEAD TO OUR DEFEAT. IF NOT TODAY, THEN SOON AS THE COUNTER-REVOLUTIONARY FORCES WITHIN, AND THE CAPITALISTS WITHOUT SEE AND EXPLOIT THOSE TOO WEAK TO PRESERVE THE IDEALS OF PERMANENT REVOLUTION.

PLEASE CONTINUE TO CARRY OUT COMBAT OPERATIONS AS AGGRESSIVELY AS POSSIBLE, AND DO NOT ALLOW YOUR MEN ANY COMMUNICATIONS WITH THE OUTSIDE WORLD, LEST THE SEEDS OF COUNTER-REVOLUTIONARY DOUBT CREEP IN.

WITH RAIL LINES CLOGGED, I AM TRYING TO SECURE A FEW DIVISIONS OF PARATROOPERS. WE MAY ALSO BE ALLOWED TO EMPLOY SPECIAL WEAPONS. NONE OF THESE WILL HAPPEN IMMEDIATELY, SO IT IS CRITICAL THAT YOU HOLD AS LONG AS POSSIBLE.

YOU ARE GRANTED ABSOLUTE DISCRETION AND AUTHORITY IN DEALING WITH MATTERS OF INTERNAL SECURITY.

REMINDER: CONTINUE PROVIDING TIMELY REPORTS ON ENEMY CONTACT AND YOUR POSITIONS AND ACTIONS.

UPDATE TO MISSION PLAN 130319911345

NATO HAS ACTIVATED ALL THEIR MUTUAL DEFENSE AGREEMENTS, AND CALLED UP RESERVES. WE ARE AT WAR WITH EVERYONE OF THE CAPITALIST WEST, SO DO NOT WORRY WHICH NATION’S SOLDIERS ARE IN YOUR SIGHTS. THEY ALL PRESENT A THREAT TO OUR PEACE AND FREEDOM.

DESPITE THEIR SUPPOSED TECHNICAL SUPERIORITY, WE HAVE FOUGHT NATO TO A STANDSTILL IN THE AIR ACROSS EUROPE. YOU HAVE NO FEAR OF NATO AIRSTRIKES AND MAY REDUCE THE AIR DEFENSE THREAT STATUS AND RE-DEPLOY AIR DEFENSE GUNS FOR GROUND ATTACK ROLES.

WHILE ADVANCES ON THE GROUND HAVE NOT BEEN AS PLANNED, NATO HAS BEEN INCAPABLE OF MOUNTING AN ADEQUATE RESPONSE AS WELL. THERE HAVE BEEN NO NATO BOMBING OR ARTILLERY ATTACKS, AND ONLY A HANDFUL OF TEMPORARY FORAYS INTO THE DDR.

THE NEXT 72 HOURS ARE CRUCIAL. BEFORE NATO RESERVES CAN BE BROUGHT TO BEAR, WE MUST CONSOLIDATE POSITIONS AND FIGHT EVER MORE FOR OUR HOMES AND FAMILIES.
